• What information you need, and how you'll get it.
• How you'll store the information.
• How your visitors will find the information you provide, in a manner that is logical and intuitive to them given their unique characteristics.
• How you'll use information architecture to channel visitors to the places you really want them to go.

Many businesses build web sites that don't consider these issues at all. Their navigation scheme typically reflects the internal organization of the company, and that makes the web site more useful to the company's employees than it does its customers!
